The fuck is he even saying
I think he's trying to say that every man is capable of violence, so people take that into account more or less consciously when interacting with men. So violence already being given, the essential struggle is against improper or "dumb" violence and not violence per se.
Maybe I'm being too charitable
It's like realizing that what feminists have been saying about toxic masculinity and male violence has been true all along, but instead of arriving at the sane conclusion that we gotta reexamine masculinity, he just copes and says it's cool that men are always an inch away from going mass shooting mode.
He's saying that men will do violence if you do that, whereas women will not.
