No self-respecting criminal has a basement with only one exit.
Seems like a better Evolving Wilds for sure. I guess since it doesn't really see play anywhere except occasionally Pauper they're experimenting with adding new abilities to it.
Budget EDH maybe. Adding more fixing for 3+ colour decks is always good
