people who want to materially align with fascism, but don't want to associate with the stigma that comes with it.

They have the exact same views as fascism (they want to strengthen the state and the economy), but think fascist methods are not necessary/harmful.
Say the distinction between "immigration makes the population angry, so the immigrants must be oppressed and used as cheap labor" and "immigration makes our companies rich, but we need to ensure they behave". It's no wonder that the saying scratch a liberal and a fascist bleeds is accurate.
