It's not sticking his neck out at all, it's an easy win with no downside. His statements regarding UAP have been pretty milquetoast. He knows 'declassifying government secrets' sounds good enough to score a few points with anyone that thinks the government is hiding saucers and nobody else really cares.
Plus he's had his seat since 1998 and is the senate majority leader so he's not going anywhere anytime soon. This was a totally risk-free move by a savvy politician.
How is it an easy win? Most people think UFOs are not real and this makes him look crazy to the average person. His next political opponent in election will be trotting this out as evidence he's incompetent and using his office for frivolous things. Unless there's something here that comes out. This also gives them the ability to further lock things down (like with JFK info). That could also be the motivation.
Again- he hasn't said anything that controversial about UAPs and transparency is popular with a lot of people. Nobody is going to think he's a UFO kook because of this even if they're paying attention. The only people that think it's significant are UFO kooks desperate for any reason to keep believing.
So you think he was chilling in his office one day and just wrote this up to kill time? Harry Reid was his mentor. I am a typical "I'll believe it when I see it" mostly skeptical person. We can agree to disagree but I'm leaning more on the "this could be something" side this time. I guess time will tell.
I think staff wrote it and he signed off and made a few remarks and now he's enjoying some positive attention from people that care about UFOs and nobody else really notices. Whether it 'could be something' or not it was an easy win with no downside.
