These are used for billing drivers when they enter an Ultra Low Emissions Zone.

I got two tickets from them despite my car being clean, and had to fight TfLs minions with a lawyer for half a year.

So this must be under the old scheme though right I thought the difference between the new scheme and the old scheme was that the old scheme was more about congestion.
