The executive branch can do that alone? I thought the legislative branch was required to expand SCOTUS.

They are, because the president can nominate, but the legislature has to confirm.

The house doesn’t have a role in the process, just the president and the senate.

Last I checked there was a statutory limit on the size of the court, so the House would have to be involved in raising it.
