Picked up a 19" at a garage sale for 5 dollars. Hadn't realized it only had an RF input until I got the sucker home, just wondering if anyone has adapter recommendations or tips for picture quality?

Open it up. locate the RGB input lines. Maybe add some caps and then add a proper connector (SCART/SUB-D/RCA/BNC) to the case.

It's a some work, but it's worth it.

I didn't something like this was possible, is there something I should search up to understand what I would be doing?

You can search for CRT RGB mod tutorials. I hope that will help with your specific TV model.
