Correct. They're filling all drains with quick drying cement.
WHAT? WTH!
Local laws forbid them to solder the covers (that was the solutions when these incidents happened in the past), so they had to fill the holes with concrete.
I would think this will be a lot of work to "undo" after the race.
That's a problem for future them... XDDDDD
