I think I'm a bit slow here, are you saying there is a single owner of 22M shares that showed up on the stock list?
no, the 22mil is the sum total potentially available to the DTC for "operational efficiency"
potentially available because of the ~3.5mil shares in plan and those same owners have 18.5mil shares in book (3.5+18.5 = 22)
