I don't have the means to re-encode now, unfortunately. I'm away from all hardware, just a laptop I'm prohibited from installing software on.
Here's the Media Info from VLC on the laptop:

The video is AV1 format, which might not work with your shield which would be what I surmise is the problem
I was able to confirm that Kodi v19.5 can play these files (though stuttering due to software decoding), and v20.x can play them smoothly. I'll have to work to get my old, incompatible add-ons working in v20.x or live without them.
