While I agree with the spirit of your argument, a 5 or 6 year old is not going to be able to enter a classroom without making a disturbance. And students entering late make it more difficult for the teacher.

Also, if this is an issue so much that the school has to put our a statement, it's probably not just a one time thing, it's probably the continued abuse of the existing system to the detriment of those following said system.
