Is there no way to do this? I keep getting held up jumping to places because it wants to jump to another nearby star I haven't been to, when there is a perfectly good way to plot through stars I have been to.

it does, doesn't it? I can't check it right now but I'm certain I can rotate all directions (on Xbox with controller).

There is limited rotation in the planetary map, and none at all on the surface map. Maybe that's what they are referring to? Though rotating the surface map seems unnecessary because the terrain shown on the map does not match what is actually in-world.
