I thought that you could vote in another EU country for local and European elections if you lived in it ? https://europa.eu/youreurope/citizens/residence/elections-abroad/index_en.htm

We are talking about EU elections. You vote for candidates from your passport Country to the EU parliament in the Country you live in.
So i guess no, a french citizen living in Belgium can not vote at 16, but a belgian citizen living in France can vote at 16. Would be my guess.
