I have two names for programmers that can say no.

  1. Successful
  2. Lier

In my experience, the dev who can say no hears "can this be done?" and unlike the rest of us, they are able to ignore the default brain response of "well, yeah, technically " meaning they have to lie.

I wouldn't lie. But if doable. I'll just work hard on achieving, even if not within my experience. But I see programmers who say "I can't do this. Too complicated" . I worked freelance for long so I'm used to say yes.
