In addition to Anna’s Archive, I also use libgen.rs, libgen.is, gen.lib.rus.ec (which I think are all the same site?) as well as zlib (ways to access on: https://go-to-zlibrary.se/#useful_link_tab), I can‘t find more than the core rule book on there though.
I knew about library genesis, and tried zlib yesterday after I found out it was back but sadly it didn't have these specific ones!
Follow-up comment: I noticed the onion link on that site isn't the same onion link that I'm using. Are there different zlibs or is it mirrored?
Not sure if this comment will be helpful (as I’m not proficient with this stuff) but I used to donate monthly to zlibrary and a few months ago they sent me a link stating that in order to continue to allow ongoing access, they were providing private links to people.
So it does seem like zlibrary provides individual links and I also know they have numerous sites at any given time, as it seems like their sites frequently get taken down.
Amusingly, when I went to check whether the two addresses were the same, they were. I totally thought they weren't. Maybe there's some magic going on.
But hey, as long as it works.
I‘m not entirely sure tbh, I don‘t even remember where I originally got this link from, I just think it seems legit due to the updates etc. Maybe the onion link you have is a personal one or maybe they switch mirrors every so often. There is a few copycats around too you can find on Google, but with onion links its even harder to know what‘s up.
I did a quick check of zlib (I think) and while I could find the core rulebook I didn't see anything else. However, I don't know the thing OP is looking for so maybe it goes by different names that I'm not aware of.

Also they're going to release a book called Transformers roleplaying game decepticon directive sourcebook in this September that I'll have to be on the lookout for
