I think some pinoys do not give a shit/fuck about abstract political concepts, ideals, ideologies like "human rights" "communism" "democracy". They only want to get immediate tangible stuff such as food/money. That's why they vote for strong-men like Rodrigo duterte and the like

Filipinos also tend to be easily impressed by "bardagulan" moments, particularly when the target is Marcos... to the point that they forget about the person doing the "SiCk BuRnS".
Case in point Cayetano in 2016. He didn't win, but to this day, r/PH continues to quote and celebrate his moments during the debates as if it wasn't a ploy to siphon votes. Then there's Guanzon. Oohh boy, did we get suckered in by her antics.
On a related note, this happened to Luke Espiritu, too. People voted for him because of his Marcos rants and duking it out with Gadon and Roque, but if you look at their post history, they don't like Leody or center-left/progressive policies at all. Ayaw nga nila sa minimum wage increase kasi pano naman daw silang mga small business owners. Espiritu is more extreme in espousing those! He's actually for same-sex marriage (read: not just civil union like what the current and previous bills want) and wants a federal government.
Human rights? Para lang yan sa mga mahinang nilalang!
