"improve user choice" ist IMO erstmal eine luftige Marketingphrase wie "das Nutzererlebnis verbessern". Das kann auch heißen, dass final der Opt-Out-Dialog schöner formuliert wird oder weniger stark irgendwo verborgen wird. Sie wollen ja die Telemetriedaten haben. Und wenn sie zur Erkenntnis gelangt sind, dass sie nicht genügend davon bekommen mit qualifizierten Nutzerentscheidungen PRO Datenübermittlungen, dann wird es kein Opt-In geben.
