In 1945, American leaders debated whether to drop an atomic bomb in an unpopulated area to intimidate Japan into surrendering.

Probably not if Japan didn't surrender after the first bomb.

The Japanese government refused to believe the first bombing happened and thought it was a lie. There were three days between the bombings. I guess I'll et you come to your own conclusion.
