How so?
Who do you think gave us the technology for GPS - Google Maps and Google Earth? CIA and NSA combined has infiltrated or helped develop many technologies, including social media. Human data is gold to them, especially when the goal is, "Pre-crime". Minority Report is not just a sci-fi flick, it will become a reality sooner or later - the powers that be just need as much data as possible, as fast as possible (real time), and the jurisdiction.
