I think it is worse than having no spine. Biden is intentionally running interference and feigning concern from the sidelines while continuing to arm Israel to the teeth and enabling their genocide. This duplicity culminated in US vetoing full UN membership for Palestine because they weren't able to bully their way out of a UNSC vote.
