Any sort of private or public noise is illegal by brazilian Law. Dogs barking are illegal and unregulated presentations or religious cult/public agglomeration are prohibited by Law. This is of course tolerated by Common Sense: people making presentations on the streets for money and, obviously, dogs barking are tolerated, but they're illegal.
This is very bad for dissent, as if someone wants to make a public statement: artistic, political or informative, he/she is practically an outlaw, and subjected to peoples goodwill - which could go very bad specifically politically wise.
Political parties get the right to regulate their movements, but what if I am just a citizen and want to make a political statement? Common Sense a.k.a. Horde of Zombies isn't very good for that.
