The Foundation contains anomalies with the goal of preventing their influence or effects from spreading, by either relocating, concealing, or dismantling such anomalies or by suppressing or preventing public dissemination of knowledge thereof.
Protect
The Foundation protects humanity from the effects of such anomalies as well as the anomalies themselves until such time that they are either fully understood or new theories of science can be devised based on their properties and behavior. The Foundation may also neutralize or destroy anomalies as an option of last resort, if they are determined to be too dangerous to be contained.

Edit: to be clear, I am aware of SCP, and kinda understand what it's about. I am open to not just an explanation of this comic but a broad explanation of SCP in general.
In the SCP universe, D-Class personnel (prisoners in orange suits) are essentially cannon fodder for anomalies. The comic joke is basically the extreme reaction where the guard "saves" the D-Class from SCP-173's neck-breaking grab by shooting him.
The stuff happening in some SCP entries make the same sense that Joan Cornella's art and comics. I don't know if some specific entry is related to this comic, but here's the original

That SCP only moves when you aren't looking at it. Think Doctor Who's Weeping Angels. I'm guessing the researcher called to help the man. The guard figured he would save the D-class by shooting him himself.
