Is this true? Is this unique to the Dutch flag, or do most tricolor flags not really specify this?

As a Dutchie I had to look it up.

There are no regulations on the dimensions of the flag. In the un-enforced Flag Act of 1937, the ratio of height to length was set as 2:3, and generally this ratio is still followed.

So technically yeah, we don't mind apparently!
