I’ve been pretty happy with the win 10 privacy tool. It gets rid of a lot of the telemetry and let’s you chose what bloat to remove.

As I recall, when I turned off location tracking my time zone would be wrong. It's frustrating that you lose out when protecting your privacy.
It doesn't allow you to manually set the time?
