NRW: Wanderwege, auf denen das Radfahren explizit verboten ist, kann es natürlich geben.
Ansonsten ist Radfahren auf den Wegen (ebenso wie das Wandern) erlaubt; jenseits der Wege ist es nicht erlaubt.
